Original B/L, sea waybill and telex release: agree cargo release

You can agree document type, instruction authority and evidence of destination release.

Cargo can reach the port before the documents needed for release. Agree the document type, the party authorised to instruct and the carrier's actual release procedure before shipment. “We will send the B/L” does not answer these questions.

B/L means bill of lading. Original B/L and sea waybill describe documents; telex release describes a carrier procedure. They are not three names for one PDF. Availability and effects depend on route, document and applicable law.

Establish what you will receive

For an original B/L, confirm the number of originals, holder, transfer process and presentation or surrender requirements. Some bills are negotiable; documents do not all have identical features. A scan is not automatically equivalent to the document required for release.

A sea waybill is non-negotiable and names the consignee. It generally avoids circulation of an original as a release-control document, but identification of the entitled receiver and carrier conditions still apply. It does not guarantee collection without formalities.

Telex release is a procedure under which the carrier confirms release without presentation of originals at destination after its document requirements are met. Instruction channels, acceptance and restrictions vary. A release request is not a release confirmation.

Start with the sale arrangement

Ask whether the document has a role in payment security or financing. If a bank is involved, check its document requirements first. Do not switch to a sea waybill merely because emailing it is convenient.

Confirm who can instruct the carrier. Do not assume every employee of the seller can order release or change the consignee. Direct discrepancies to the relevant document issuer and transaction parties rather than an unrelated operational contact.

Check both document levels

Where a forwarder's house document and an ocean carrier's master document exist, ask how they interact. Completion at one level does not establish completion at the other. Clarify who will release cargo and on which document.

Do not try to bypass a missing document by choosing a different procedure name. Lost originals require an agreed process that may involve additional requirements and legal assessment. There is no universal email that resolves every case.

If someone uses “express release,” ask them to describe the process. A commercial label does not establish whether originals were issued or who may collect.

Paid does not mean released

Fictional situation: a buyer pays the supplier, receives a scan marked “telex requested” and orders a truck. The destination office has no carrier confirmation yet. Payment may not be the issue: the instruction may await processing or another document.

Before dispatch, verify completion through the agreed channel. Separately confirm customs formalities and terminal availability. Document release does not replace the other collection conditions.

Explain it to a customer

A document scan and notice that release was requested do not yet confirm collection is possible. We need confirmation that the relevant issuer completed the procedure, plus checks of the other destination requirements. The truck appointment can then be confirmed.

Keep confirmations with the transport document. Revisit the arrangement if consignee, payment terms or bank instructions change before accepting a revised document.
